Third-Party Administrator for the Home Energy Efficiency Program

This Request for Proposals (the “RFP”) is an invitation by the Corporation of the City of Peterborough (the “City”) to qualified prospective proponents to submit proposals for Third-Party Administrator for the Home Energy Efficiency Program, as further described in Section D.1 of the RFP Particulars (Appendix D) (the “Deliverables”).

In 2021, the City was successful in its funding application to the Federation of Canadian Municipalities’ (FCM) Community Efficiency Financing initiative to design the Home Energy Efficiency Program (HEEP). The HEEP is a financing program to support homeowners in reducing low-rise residential buildings’ energy consumption through deep retrofits. The HEEP program architecture was completed in 2022 after in-depth local stakeholder engagement and interviews with existing municipally-supported home energy financing programs. In 2023, the City submitted its capitalization application to the FCM to fund the establishment of the HEEP.
 
The City is seeking a turnkey third-party entity (TPE) to launch and operate the innovative residential energy financing initiative. Key pre-launch tasks that the TPE will be developing include creating the One-Stop-Window program website, program accounting tracking system and backend database, program forms and guidelines, marketing material, and hiring program staff. The City will work with the TPE to support the HEEP prior to the program launch. After program establishment, the TPE will oversee the daily operations of the HEEP while adhering to the guidelines stipulated by the City. The HEEP is slated to launch in Fall 2024.
