Description
This Request for Proposals (the 'RFP') is an invitation by the Province of Nova Scotia (the 'Province') to prospective Proponents to submit proposals for the provision of Patient Rights Advisory Service ('PRAS') to the Office of Addictions and Mental Health ('OAMH'), as further described in the RFP Particulars (Appendix D) (the 'Deliverables'). This RFP is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual.
The PRAS is a legislated service under IPTA. It is a provincial service that provides rights advice and services to patients and their SDM., as outlined in Sections 60-64. PRAS provides rights advice to (a) individuals when they have been involuntarily admitted and/or (b) their Substitute Decision Maker ('SDM'). Rights advice provides protection to individuals who are experiencing a loss of freedom to make their own treatment decisions. This protection takes the form of explaining the loss, the options available to the affected individual with respect to having the decision reviewed by the Review Board and support in obtaining legal representation if requested.
OAMH is seeking the services of a single qualified Proponent (e.g., corporation, partnership, consortium, or association) to manage and operate the PRAS. The Successful Proponent will work with OAMH and partners to implement a service delivery model, reflective of expectations set in legislation and policy, that ensures a PRAS workforce that will meet the needs of involuntary psychiatric patients across Nova Scotia.
