Description
The Town of Berwick (Town) Public Works Department is seeking proposals from qualified engineering consulting firms (Proponents) to prepare a comprehensive Stormwater Management Plan.
The desired outcome of this work scope is to have a townwide stormwater management master plan in the form of a report that, as a minimum:
Outlines the methodology used for the study:
General methodology
Inventory and Topography
Site Inspections
Delineation of catchment areas
Evaluation of existing capacity
Evaluation of required capacity based on anticipated land use and climate considerations.
Contains a stormwater / hydraulic model of the Town (e.g. based on LIDAR) with flood mapping for different scenarios (e.g. 2-year, 5-year, 10-year, 25-year, 50-year, 100-year).
Note: Following the kick-off meeting, staff will facilitate site visits to known sites within the Town that experience storm-related flooding. It’s expected that these site visits will assist in the calibration of hydraulic models.
Identifies catchment areas:
Contains a stormwater / hydraulic model of the catchment area (e.g. based on LIDAR) with flood mapping for different scenarios (e.g. 2-year, 5-year, 10-year, 25-year, 50-year, 100-year).
Identifies overall direction of flow for each.
Provides recommendations on minimum culvert / pipe sizes for each.
Includes recommendations based on the present and future climate, conditions, and land use for each.
Identifies locations for stormwater management improvements for each, including sites for new infrastructure or upgrades to existing systems.
Identifies key locations in each catchment area for sand / sediment capture to prevent passage to open ditches and watercourses.
Provides townwide recommendations:
That address current and future needs to accommodate sustainable land use and development.
That address current and future needs to accommodate resilience against increasingly frequent severe precipitation events.
Stormwater detention (e.g. dual use of parks, parking lot detentions for future development, etc).
That emphasize the role of proactive measures in safeguarding the town’s infrastructure investments over time.
That can enhance resilience against severe precipitation events.
Contains key recommended capital priorities with estimated costs.
Contains general recommendations for acquiring legal access to portions of the storm water system that are not readily accessible to the Town.
