Containers for the temporary containment of Solid Waste and Recyclable materials for the period beginning January 1, 2024 and concluding December 31, 2028.
- The Municipality has a population of 4502 residents, of which approximately 1,400 reside at Canadian Forces Base Shilo. CFB Shilo makes its own arrangements for the collection of solid waste and recyclable material. The Municipality is responsible for the cost of tipping waste and processing recyclable material generated at CFB Shilo however this proposal request does not relate to CFB Shilo Waste and Recycling programs or to the Municipality’s associated costs for same.
- The Municipality anticipates modest population growth during the contract period.
- In addition to agricultural holdings, the Municipality is comprised of several small residential communities. Most residents of the Municipality haul their own refuse to either one of the Municipality's two waste transfer stations.
The Richmond Avenue East Waste & Recycling Transfer Station is located 1.5 miles East of 17th Street East on Richmond Avenue. The Transfer Station is supervised by a site attendant during its hours of operation which are as follows: (subject to change by council)
October 1 to March 31 - Saturday’s 9:00 a.m. to 3:00 p.m.
Wednesday’s 1:00 p.m. to 5:00 p.m.
April 1 to September 30 - Saturday’s 9:00 a.m. to 3:00 p.m.
Wednesday’s 3:00 p.m. to 8:00 p.m.
The Wyton Road Waste & Recycling Transfer Station is located 3 miles South of PR 457 on Wyton Road. The Transfer Station is supervised by a site attendant during its hours of operation which are as follows: (subject to change by council)
October 1 to March 31 - Saturday's 9:00 a.m. to 3:00 p.m.
Tuesday’s 1:00 p.m. to 5:00 p.m.
April 1 to September 30 - Saturday's - 9:00 a.m. to 3:00 p.m.
Tuesday’s - 3:00 p.m. to 8:00 p.m.
- The successful proponent will provide containers for the temporary collection of solid waste and recyclable materials at the Municipality’s two Waste and Recycling Transfer Stations.
- Solid Waste will be collected at the transfer stations in containers provided by the proponent and transferred by the proponent to the Waste Disposal Facility for disposal.
- Recyclable material will be collected at the transfer stations in containers provided by the proponent and transferred by the proponent to the Material Recovery Facility for processing.
- The Municipality pays the cost of tipping at the Waste Disposal Facility and pays the cost of processing recyclable material at the material recovery facility. In the event that the Waste Disposal Facility and/or the Material Recovery Facility charge the contactor directly, the municipality shall reimburse the contractor upon receipt of all scale tickets for same, with no markup incurred.
- The Municipality claims and retains any moneys eligible for recyclable credit from the Material Recovery Facility service provider or under the MMSM or successor programs.
- The communities of Chater and Sprucewoods/Cottonwoods receive a curbside collection service. These communities receive a once-a -week collection of household refuse, currently on Tuesdays from May to September and biweekly collection from October to April. Curbside collection is currently provided to approximately 460 households within the curbside collection area.
- The communities of Chater and Sprucewoods/Cottonwoods receive a curbside collection service of recyclable materials. This collection is currently provided to approximately 460 households within the collection area. This collection is performed on a biweekly basis, currently on Wednesdays.
The Municipality wishes to maximize recycling opportunities for its residents and the successful proposal will include a comprehensive description of the proposed methods of delivering recycling programs to the community. The contractor is responsible for meeting MMSM requirements, environmental legislation and regulatory requirements.
