    Description of Procurement
    The University is conducting a Request for Proposals for prime consulting, design and planning services for the University’s new School of Medicine, to be located in the City of Brampton. The work will be performed in the following three (3) phases:
    Phase One: Site Master Plan, Program Validation, Concept Design and Municipal Approvals;
    Phase Two: Detailed Design reflecting sequencing strategy and modifications for Site Plan Application; and
    Phase Three:  Construction, Commissioning and Warranty Period.
    As the details for the strategy for design and construction are not yet determined at the time of the issuance of this RFP, the Successful Proponent’s role in the Project following Phase One may change depending on the method of contract or development decided upon by the University. The evolution of the Project may result in changes to the Successful Proponent’s Work, including but not limited to, the approach of the design assignment, the nature and/or quantity of the Deliverables, the form of the Final Agreement and/or the associated fees. 
    The deliverables and phases of work are more fully described in Appendix B – Scope of Work.
    The University intends to execute the Professional Services Agreement for Prime Consultants attached as Appendix E.

    The procurement is anticipated to involve negotiation.  An electronic auction is not anticipated.

    Minimum Passing Score
    The Minimum Passing Score for Stage 2: Technical is 70% or 52.5 out of 75 Points.
    The Minimum Passing Score for Stage 4: Interview is 50%, or 50 out of 100 Points.

    Contract Details
    The term of the Final Agreement is the completion of the project.
    The occupancy of the site is expected to be on or before mid-June 2025, with additional work continuing until August 2026 (substantial performance at mid-June 2026)

    The Total Evaluation Score for Stages 2 & 3 will not carry forward to Stage 4 - Interview.  For complete clarity, Stage 4 - Interview will be a standalone evaluated stage and each selected Proponent will be assigned an Interview Score by the Evaluation Committee.
    It is the University’s intention to invite the top two (2) scoring Proponents following the evaluation of the Technical Evaluation Criteria in Stage 2 and Financial Evaluation Criteria in Stage 3 to Stage 4.  However, the University reserves the right, in its sole discretion, to invite additional Proponents to advance to the Interview in Stage 4 of the evaluation based on the next highest rated criteria scores following the original top two (2) scoring Proponents.  For clarity, the University may elect to invite the third (3rd), forth (4th) highest scoring Proponent to the Interview Stage and then the fifth (5th) highest scoring Proponent to the Interview Stage, and so on, provided all such additional Proponents invited to the Interview Stage have scored at or above the minimum threshold(s) of the Technical Evaluation Criteria Stage.
