    Description
    Introduction:
    This Request for Quotations ("RFQ") is an invitation by the District of Summerland (the “District”) to prospective Respondents to submit non-binding Quotations for the provision of four (4) new electric passenger vehicles (“electric vehicles”), as further described in Section 2 - Deliverables (the “Deliverables").

    Summary Details:
    The District requires four (4) new electric passenger vehicles, in the mid-size car, compact crossover SUV or similar class, to augment its current fleet of vehicles. Refer to RFQ Appendix C – Specifications Form.
    The District will be considering the optional trade-in value for the following three (3) half ton pickup trucks:
    • 1998 Chevy 1500
    • 2000 Ford F150 4.2L
    • 2001 Ford F150 4.2L
    Additional pickup truck information and pictures can be found within the RFQ.

    Optional Additional Purchases:
    For a twelve (12) month period commencing upon the RFQ Closing Date, the District, may in its sole discretion, purchase additional electric vehicles from the successful Respondent upon the same specifications but is not obliged to do so and may purchase electric vehicles via other means.  Further details can be found within RFQ section 2.3.

    RFQ Documents:
    RFQ documents are available for no charge via the District of Summerland website at summerland.ca/bids. The District’s website is the only authorized website to obtain competitive bid documents for the District of Summerland’s opportunities. The District of Summerland shall not be held responsible for our competitive bid documents that are located on any other website.

    Submission of Quotations
    To be considered, Quotations may be submitted by:
    • using BC Bid eBid electronic bid submission. Respondents are urged to contact BC Bid customer support as required in advance of submitting a response to ensure they are registered with BC Bid, have a BC Bid eBid subscription and eBid ‘key’, and are familiar with the eBid submission requirements and procedures. The District shall not be responsible for incomplete or misdirected Quotations due to electronic technical problems arising out of Respondent’s use of BC Bid eBid submission; or
    • email to procurement@summerland.ca in advance of the RFQ Closing Date & Time. The email subject line should identify the email as a Quotation for RFQ-2022-18 – New Electric Passenger Vehicles. The District shall not be responsible for any technical problems that may arise when submitting Quotations, including issues with our servers or third-party spam filtering software. Respondents are encouraged to submit their Quotations in advance of the deadline and ensure that they have received confirmation from the District that their Quotation has been received. Emails 25MB or over will not be accepted by our servers. Respondents are encouraged to save PDF files as “Reduced Size PDFs” to minimize file size. A Respondent may need to submit their Quotation in multiple emails, in which case each email should clearly identify itself as a part of a submission (e.g., Part 1 of 3, part 2 of 3, etc.).
    Quotations submitted in any other manner will be disqualified.
    Quotations must be received no later than the RFQ Closing Date and Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time.

    Term of Engagement:
    The successful Respondent should be prepared to commence work immediately after the Agreement is awarded. The Agreement shall be valid until all electric vehicles have been delivered.
    The District prefers that delivery of all four (4) electric vehicles occurs as quickly as possible.

    Conditions for Participation and Requirements to Request to Participate:
    Prospective Respondents must download the RFQ documents from the District’s website and submit a Quotation per the instructions in the RFQ.
    The Supplier shall provide the District with proof of the following prior to beginning work on this project:
    • A valid Business License.
    • WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
    • Automobile Liability Insurance coverage in the amount of $5,000,000.
    • All-Risk Property Insurance coverage covering the Supplier’s property of every description, including work (products) in progress prior to delivery.
    Procurement Method:
    Request for Quotations. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).
