Description
The Ministry of Emergency Management and Climate Readiness intends to enter into a Contract for the storage of the Ministry’s flood control assets, and other assets as necessary, plus services in handling, shipping, receiving, and inventory control, and coordination of asset servicing. The Contractor will act as a freight forwarder for the Province as if and when requested by the Province, and when the Province no longer needs these assets, the Province will return any assets that may still be usable to the storage facility.
The Contractor’s warehouse initially will be located either in the Lower Mainland or the Interior Corridor with the potential to add future warehouse locations within the first year of the Contract. Ideally, the Province would like to have one warehouse in the Lower Mainland, one in the Interior Corridor, and one in Vancouver Island.
There is no guarantee as to the volume of assets that the Contractor may store and transport for the Ministry; however, historical volumes are provided in section 3.2 Background of this RFP. The Contractor will be expected to store assets using:
Since 2018, Legacy Pacific Contracting Ltd. has been providing these services, and they are eligible to participate in this RFP.
The Province intends on establishing a Contract with a single Contractor for the services described in this RFP for a three (3) year term, from approximately 1 September 2023 to 31 August 2026. At the sole discretion of the Province, the term may be extended for two additional three (3) year terms (i.e. for an overall potential total of nine (9) years).

- Standard (48” x 40”) stackable pallets;
- 6’ x 4’ stackable plastic bins containing Tiger Dam flood barriers; and
- Standard unstackable pallets (including sandbag machines and gabion recovery tools).
