Summary Details:
This Request for Proposals ("RFP") is an invitation by the District of Summerland (the “District”) to prospective Proponents to submit non-binding Proposals for the replacement of existing interior and exterior lighting fixtures with Light Emitting Diode luminaires (“LEDs”) at up to eleven (11) municipally-owned buildings located in Summerland, as further described in Section 2 - Deliverables.
The scope of this project is to replace existing interior and exterior lights and fixtures in up to eleven (11) municipally owned buildings with LED equivalents; improving lighting controls by adding occupancy sensors, vacancy sensors, dimmer switches, and timer switches in some spaces to further improve efficiency; and making some electrical upgrades where required.
FortisBC provides rebates for the lighting replaced and installed as part of this project as part of incentives identified through energy audits conducted in 2019. We expect the Supplier to work with the District to provide appropriate documentation to assist in the process of submitting an application for rebates to FortisBC, and provide lighting and fixtures that are DLC listed.
Lighting upgrades are required at the following buildings, which have been sorted into three different priority categories.

The proposed scope of work for each building can be found in the RFP document as Appendix D. The proposed luminaire and control schedule has been provided in the RFP document as Appendix E.
RFP Documents:
BC Bid (https://new.bcbid.gov.bc.ca/) is the only authorized website to obtain competitive bid documents for District of Summerland opportunities. The District of Summerland shall not be held responsible for competitive bid documents that are located on any other website. Procurement documents are available for download at BC Bid by searching for opportunities posted by the District of Summerland.
Submission of Proposals
Proposals may be submitted via BC Bid’s Supplier “e-Bidding” submission functionality or by email, as described in the RFP.
Proposals must be received no later than the RFP Closing Date and Time. It is solely the responsibility of the Proponent to ensure that the Proposal is received on time.
Term of Engagement:
The successful Proponent should be prepared to commence work (submittals, order equipment, etc.) immediately after the Agreement is awarded. The Agreement shall be valid from the date of contract award until the project is complete. The District hopes that the project will be completed within eight (8) months of contract award. Proponents shall provide their proposed schedule with their Proposal.
Conditions for Participation and Requirements to Request to Participate:
Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.

The Supplier shall provide the District with proof of the following prior to beginning work on this project:
- A Business License that allows the Supplier to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
- WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
- Commercial General Liability Insurance, Installation Floater, and Automobile Liability Insurance as per the requirements detailed in Appendix A – Form of Agreement.
The Supplier will be acting as Prime Contractor and will be required to complete a Prime Contractor Declaration (included for reference as Appendix B) and file a Notice of Project with WorkSafe BC if required by WorkSafe BC. The Supplier will also be required to complete the documentation required to obtain a Permit to Perform Work within a Highway or Municipal Property (included for reference as Appendix C).
Procurement Method:
Request for Proposals. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).
