Description
Request for Expressions of Interest for Contractor Prequalification.
Interested Suppliers are invited to submit a Response to this MULRFQ for the opportunity to be evaluated and determined whether they are eligible to be added to the Ministry’s Multi-Use List of Qualified Suppliers of Fisheries/Stream Biologist Services.
The resulting Select List shall remain valid for five years.
New contractors may be added to the Select List at any time throughout the year and will be evaluated in the same manner as contractors already on the list. The Ministry does not guarantee evaluation and resulting short-listing of contractors wishing to compete on issued tenders. The Ministry may reject late submissions.
The Services include stream classification, fish habitat assessments, traversing and mapping of streams using GIS technologies, preparing environmental management and sediment control plans, and environmental monitoring within the Ministry of Forests, BC Timber Sales, Strait of Georgia Business Area.
The scope of services that the Fisheries/Stream Biologist shall complete are generally to assess and classify streams within or adjacent to forest development areas and provide recommendations to protect and reduce impacts.
Submissions must be submitted in accordance with the terms and conditions specified in the MULRFQ.
Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.
Supervisors and workers will need to be familiar with these changes prior to commencement of operations. These documents are posted on our external EMS/SFM website at BC Timber Sales - Business Area Environmental Management System (EMS) and Sustainable Forest Management (SFM) - Province of British Columbia (https://www2.gov.bc.ca/gov/content/industry/forestry/bc-timber-sales/forest-certification/ems-sfm). More information on SFI available at www.forests.org.
As a condition of finalizing any future service contracts with the Province, including service contracts arising from MULRFQ procurement processes, those contracts will require that all contractors and their personnel and any subcontractors and their personnel who will access BC government workplaces be fully vaccinated with COVID-19 vaccines approved for use in Canada, subject to any authorized exemptions. Such contracts will contain associated provisions required by and satisfactory to the Province regarding the foregoing, which may include provisions regarding mitigation measures for exempt personnel, compliance, enforcement, and the use of an attestation certifying compliance or presentation of a BC Vaccine Card by personnel.
Suppliers will be notified of eligibility after the MULRFQ evaluation process. Any subsequent future contracts awarded from the Ministry’s Multi-Use List of Qualified Suppliers will be posted to BC Bid.
