NOI 1220-2024-3140 – Abbotsford Fire Rescue Service – Records Management System – E-COMM

Notice is hereby given that the Abbotsford Fire Rescue Service, c/o City of Abbotsford (the “City”) is part of the consortium led by Emergency Communications for British Columbia Inc (“E-COMM”) having an office at 3301 East Pender Street, Vancouver, BC V5K 5J3 and intends to participate in one or more procurements conducted by E-COMM between January 30, 2024 to December 31, 2034.

Background

E-COMM is the largest 9-1-1 call centre in British Columbia and is located in Vancouver, B.C. E-COMM is the first point of contact for 9-1-1 callers in 25 regional districts and communities spanning from Vancouver Island to Metro Vancouver to the Central and Southern Interiors to North of Prince George. E-COMM also provides dispatch services for more than 70 police and fire departments throughout British Columbia and a broad set of mission critical technology services that support 9-1-1 and dispatch operations of E-COMM and other public service agencies. This includes 9-1-1 telephony and call-handling systems and the largest multijurisdictional, tri-service wide-area radio network in B.C. used by police, fire and ambulance personnel throughout Metro Vancouver and parts of Fraser Valley.

E-COMM currently provides a Records Management System for fifteen fire agencies in British Columbia (the “Fire Agencies”). This centralized, yet segregated system serves the records management needs spanning from the largest agency with 20 firehalls, down to the smallest agency with one volunteer firehall. This system is reaching its planned end of life and is now limited in its capability to meet the increasing requirements from the various agencies; as such, E-COMM acquired and implemented a new Records Management System (“RMS”) via solicitation process RFP #2022-04-EC-650 that will support E-COMM and Fire Agencies for years to come.

Contract Value:
The value of the contract is expected not to exceed CAD $2,000,000.00 for a 10-year contract plus applicable taxes.
