Notice to Intent to Direct Award a Contract in Haida Gwaii

The Ministry of Forests, Chilliwack BC Timber Sales Office, Chinook Business Area – Haida Gwaii Field Team, is intending to direct award a Multiphase Contract for the following proposed work/services:
Work in the contract is to refresh blocks laid out in 2016/17 by Chartwell Resource Group Ltd. (CGL), update the blocks to the current BCTS Haida Gwaii FSP (2019-2024) and Haida Gwaii Land Use Objectives Order amendments, recompile cruises for new block configurations, and repackage blocks into six new TSLs.

The proposed work/ service is to be carried out by Chartwell Resource Group Ltd. (CGL) at a contract price of approximately $130,000.00.

The anticipated term of the contract is from November 30, 2022 to September 30, 2023.

The BC Timber Sales – Chinook Business Area has chosen not to compete the contract for the following reason:
The Province is contemplating a direct award with the Supplier for the following reasons: We have selected CGL to complete the contract as the company completed the original development of the blocks.  CGL staff are familiar with the blocks, continue to employ the professionals who completed the original Site Plans and Cultural Feature Inventory surveys, and have extensive experience working with the Haida Gwaii Land Use Order objectives and the complexity of forestry issues on the Islands.  Given their knowledge of the blocks Chartwell Resources Group Ltd. (CGL) will be able to efficiently update the blocks and reconfigure the TSL packages.

Contractors wishing to challenge this decision must submit their Response Form following the Notice of Intent Challenge Guidelines in the Notice of Intent form by November 16, 2022, before 4:00PM.

The Province reserves the right to disregard any challenges to Notice of Intent received after the closing date and time. 

The Response form must outline the reasons for your objection and must demonstrate your ability to perform the work/service using the related experience, availability, and resources. These items will be the criterion used to determine whether the work/service will be competed.
