Description
This contract is intended to establish a contractor who will conduct Tree Planting Implementation and related duties in conjunction with planting, including silviculture surveys and inspections within the Campbell River Natural Resource District.
Outside of the actual Planting Implementation Services, there will be a requirement to perform anticipated related duties. These may include (but not be limited to): completing regeneration/plantability/stocking surveys, attending/potentially leading Planting Contractor pre-work meetings in office and field, assessing block access and safety considerations, completing Danger Tree assessments, completing treatment unit flagging, completing Environmental Management System (EMS) inspections and assessment reports, etc.
The majority of silviculture survey works will generally be regeneration surveys conducted at the time of planting for the purpose of completing legal reporting declarations.
The contract will require a range of qualified professionals and technical staff working in various conditions, including isolated areas. See Sched A/C for Key Personnel requirements.
Spring 2024 Plant Project for Implementation
An estimated +/- 119,000 seedlings are prescribed for planting in ±6 blocks over ±127 hectares with the potential for an additional approximately 35,000 seedlings which may be acquired for planting as well. Approximately ±1,830 seedlings will require tree protector installation by the planting contractor.
Fall 2024 Plant Project for Implementation
The approximate number of trees planned for Fall planting will be +/- 212,000 seedlings to be prescribed for planting in ±14 blocks currently over approximately +/- 229 ha.
Contract deliverables will be planned for completion throughout the calendar year. Projects will be completed concurrently as per the approved work progress plan and schedules.

Deadline for receiving questions is 4:00 pm on January 18, 2024. If questions are received, a Question & Answer document will be posted to BC Bid by January 22, 2024.
Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package.
If your bid deposit is in the form of cash, money order, certified cheque or bank draft, you will not be able to e-bid. See allowable submission delivery method(s) above. Also see Conditions of Tender for acceptable bid securities.
The lowest priced or any tender will not necessarily be accepted.
Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.
Supervisors and workers will need to be familiar with these changes prior to commencement of operations.
