Description
The Ministry of Transportation and Infrastructure (the “Ministry”) is issuing this Request for Proposals (“RFP”) to identify and retain one Consulting Firm (“Contractor”) to provide Special Advisor and Project Manager Services (the “Services”) on an “As & When Required” basis. The Contractor is expected to support the Ministry as a Special Advisor and to provide project management of the Provincial Guidelines for Transit Station Integration with Transit-Oriented Development (“Provincial Transit Integration Guidelines”), as well as a range of other activities to advance critical decisions for ongoing and future transit projects, such as the Millennium Line SkyTrain UBC Extension Project (“UBCx”) Integrated Program. The Contractor will offer peer review, decision-making framework advice, benefits quantification, ad-hoc strategic support, and project management oversight.
In order to support ongoing and future transit-integrated projects, the Ministry is leading the creation of Provincial Transit Integration Guidelines. Transit-integrated development seeks to address and support wider Provincial and regional goals including emphasis on housing affordability and the provision of integrated development opportunities near transit stations as well as effective urban integration of transit to promote mode shift, active travel and enhanced customer experience. Central to this work is the quantification of public benefits provided through transit integration to ensure alignment with Provincial objectives.
The contractor is expected to have recent and relevant experience and knowledge of major rail rapid transit expansion projects. Specific expertise includes Business case development, including the creation of a benefits quantification tool to evaluate the socio-economic benefits of Transit, Transit-oriented development (including station-integrated development), Urban Design and Supportive Infrastructure. The project management functions would work integrally with the benefits quantification functions.
The Contractor will provide all services on an "as and when required" basis. The Contractor shall not be entitled to a minimum guarantee of work in association with the Contract." Under such arrangements the contractor is essentially "on call". The Contractor will report to the Director, Design and Integration. The Contractor will be required to work cooperatively, collaboratively and in coordination with any other third-party consultants retained by the Ministry of Transportation and Infrastructure as well as Transit Investment Corporation throughout the management of the Provincial Transit Integration Guidelines
The work is expected to commence as soon as possible after the award and is anticipated to be completed by August 31, 2026, with the option to extend for one one-year extension subject to satisfactory performance and approved budget.
