Description
The objective of this contract is to perform road and bridge maintenance, road upgrades, and construction works on BC Timber Sales Forest Service Roads within the Kootenay Business Area, Boundary Field Unit.
Grand Forks or Rock Creek, British Columbia will be considered the Marshalling Points for the contract.
Project works assigned under this contract vary in nature from basic repairs or routine maintenance and road deactivation to more complex work including implementation of measures of a structural or construction nature, prescribed by a Professional Engineer or Geoscientist. Additional activities may include structural upgrades, repairs and deactivation, and reconstruction of roads and bridges.
Works will require a broad range of equipment from light duty and small equipment for minor repairs and routine services, to large equipment required for heavy work such as rock production and placement. Equipment and Qualified Key Personnel to be supplied is specified herein.
Perspective bidders will submit ALL FOUND hourly equipment rates, which must include the cost of FUEL and consideration for fuel cost fluctuations that may occur during the term of the contract.
Provincial Fuel Pricing Adjustments will NOT be applied.
The timing of works to be assigned will vary according to priority as assessed by BCTS. Some emergency services are also an expectation of this contract. Maintenance assignments are a “as and when needed” service.
The Successful Bidder will be deemed “Prime Contractor” for the majority of project works.
Consideration must be given in regard to fulfilling the obligations associated with this role.

Deadline for receiving questions is 12:00 pm on May 30, 2023. If questions are received, a Question & Answer document will be posted to BC Bid by May 31, 2023.
Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package.
The lowest priced or any tender will not necessarily be accepted.
Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.
Supervisors and workers will need to be familiar with these changes prior to commencement of operations. These documents are posted on our external EMS/SFM website at BC Timber Sales - Business Area Environmental Management System (EMS) and Sustainable Forest Management (SFM) - Province of British Columbia (https://www2.gov.bc.ca/gov/content/industry/forestry/bc-timber-sales/forest-certification/ems-sfm). More information on SFI available at www.forests.org.
As a condition of finalizing any service contracts with the Province, including service contracts arising from procurement processes, those contracts will require that all contractors and their personnel and any subcontractors and their personnel who will access BC government workplaces be fully vaccinated with COVID-19 vaccines approved for use in Canada, subject to any authorized exemptions. Such contracts will contain associated provisions required by and satisfactory to the Province regarding the foregoing, which may include provisions regarding mitigation measures for exempt personnel, compliance, enforcement, and the use of an attestation certifying compliance or presentation of a BC Vaccine Card by personnel.
Unverified bid results will be posted to BC Bid after tender opening and once awarded the contract award results will be available on BC Bid.
