Description
Recycling of packaging and printed paper (PPP) is collected and processed through two programs in the Peace River Regional District (PRRD):
RBC is a steward for an Extended Producer Responsibility (EPR) Program that manages PPP. Currently the RBC program is offered at 12 manned transfer stations throughout the PRRD. These sites collect white and coloured Styrofoam, paper, cardboard, mixed containers, plastic film, flexible plastics, and glass from residential sources. The material is collected in mega bags on site and each site is serviced through RBC’s collections contractor. The PRRD in turn receives revenue from RBC for tonnage of materials collected and for educational stipends through contract.
The PRRD Recycling Services Contract is intended to collect the same sorts of material as in RBC program, these materials come from both residential, as well as Industrial, Commercial, and Institutional (ICI) sources. The PRRD is seeking qualified proponents to collect, process, and market PPP materials that fall outside of the current RBC programs currently offered within the Regional District.

All RFP submissions must be uploaded electronically to https://prrd-bc.bonfirehub.ca/.
PROPOSALS for “RFP 23-2022 Recycling Service Contract” must be uploaded, submitted, and finalized prior to the Submission Deadline of November 4, 2022 at 2:00 PM PDT. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before the Submission Deadline to begin the uploading process and to finalize your submission.
Each proponent will be solely responsible for examining all the RFP documents, including any addenda issued during the RFP period and for independently informing itself with respect to any and all information contained therein, and any and all conditions that may in any way affect the proposal, before the proposal is submitted.
Proposals will be evaluated on the basis of experience, references, completeness of the proposal, price and other factors as determined by the Regional District.
The Regional District reserves the right to accept or reject any or all proposals and to waive irregularities at its own discretion. The lowest or any proposal will not necessarily be accepted and the Regional District reserves the right to negotiate terms and conditions with the successful proponent.
