Description
Under the Emergency Health Services Act, firefighters and paramedics are required to hold a license to deliver emergency services in British Columbia. The administration of these licenses is overseen by the Emergency Medical Assistants Licensing Board (Board). The Board is supported in its work by the Emergency Medical Assistants Licensing Branch (Branch) within the Ministry of Health (Ministry).
As part of its duties, the Board responds to patient complaints about the conduct and quality of care of firefighters and paramedics in their capacity as licensed Emergency Medical Assistants (EMA). In circumstances where an investigation into the patient complaint is warranted, the Branch will assign the investigation to a contracted investigation service. The subsequent investigation will assess the creditability of all parties involved based on the balance of probabilities and provide sufficient information for the Chair, Investigations (a separately contracted physician) to make a final recommendation to the Board as to whether misconduct occurred and the EMA’s actions should be the subject of a disciplinary hearing, or misconduct did not occur, and the case should be dismissed.
The Branch is seeking a qualified, motivated, and effective investigation service to conduct these investigations in a timely manner. The Proponent must have a minimum of three (3) key personnel that that will be assigned to perform the services. Investigators will work closely with clinical advisors in the Branch to understand the clinical implications of what occurred and produce reports for the Director, EMA Licensing and the Chair, Investigations. It is anticipated that 20 – 25 investigations will be conducted annually.
The successful Proponent will have a track record of relevant and related administrative investigatory experience and demonstrate the flexibility and analytical skills required to work with practitioners on clinical aspects of the investigations. Further, the Proponent should be able to operate well in a regulatory environment in which the investigations are driven by balance of probability assessments of what occurred.
