Description
To dramatically lower carbon emissions and drive the transition from fossil natural gas to renewable gas, the Ministry intends to develop legislation to obligate British Columbia’s natural gas public utilities to invest in activities to reduce the greenhouse gas (GHG) emissions of their buildings and industry(1). This initiative, called the Greenhouse Gas Reduction Standard (GHGRS), implements a commitment in the CleanBC Roadmap to 2030. Based on comprehensive modelling and analysis, and input from natural gas utilities and stakeholders, the cap will be set at 6 mega tonnes of carbon dioxide emissions per year for 2030, which is 47% lower than 2007 levels.
The GHGRS is expected to be a complex, ground-breaking legislative framework, and there are few, if any examples from other jurisdictions to guide its development. The Supplier will use his specialized expertise to advise the Ministry on the development and implementation of the GHGRS.
