INVITATION TO TENDERERS
The Owner invites tenders for:
Construction of district energy systems including:
• Supply and installation of pre-insulated steel pipe, leak detection systems and communication conduits,
• Restoration works for roadways, landscaping, and sites.
The contract involves work at three different sites, namely:
• Site #2 (E19336) – Holland 2 Connection
Old Yale Road (133 Street to 13387 Old Yale Road)
o 12 m of 150 mm trenched DES piping and appurtenances,
o 120 m of 100 mm trenched DES piping and appurtenances,
o Connection to existing DES piping in roadway and to existing Holland 2 building,
o Testing and commissioning, and
o Road and site restoration works.
• Site #3 (E18137) – Flamingo Connection
Whalley Avenue and 107A Avenue (13675 107A Avenue)
o 700 m of 250 mm trenched DES piping and appurtenances,
o 30 m of 200 mm trenched DES piping and appurtenances,
o 60 m of 150 mm trenched DES piping and appurtenances,
o 12 m of 100 mm trenched DES piping and appurtenances,
o Connection to existing DES piping in roadway and to existing building,
o Various pipe stubs,
o Testing and commissioning, and
o Road and site restoration works.
• Site #5 (E19304) – Galilea Connection
134A Street (Between 13439 94A Avenue to 13458 95 Avenue)
o 192 m of 150 mm trenched DES piping and appurtenances,
o 24 m of 80 mm trenched DES piping and appurtenances,
o Connection to existing DES piping in roadway and to existing building,
o Various pipe stubs,
o Testing and commissioning, and
o Road and site restoration works.

This tender is being issued electronically through the BC Bid website (www.bcbid.gov.bc.ca) where any interested party may download the tender documents directly from the BC Bid website. No registration, tracking or other recording of tender document holders will be performed by the Owner. All addenda, or further information will be published through the BC Bid website. It is the sole responsibility of the tenderer to monitor the BC Bid website regularly to check for updates.
The Contract is based on the MMCD Platinum Edition and the City’s Supplementary MMCD (April, 2020)

Tender Closing Date: March 1, 2024
Tenders should be submitted in a sealed package, marked on the outside with “Tenders for 5523-001-11 – District Energy System Expansion” and must be received at the first floor Main Reception/Information Desk, Surrey City Hall, 13450-104 Avenue, Surrey, B.C. Canada V3T 1V8. Note the City has resumed
opening tenders publicly at Surrey City Hall. Tenderers are welcome to join the tender openings.
