Enhancing Consumer Access to Recycling Services Under Extended Producer Responsibility Programs

Description
The Ministry of Environment and Climate Change Strategy seeks a contractor to develop a framework for evaluating and enhancing consumer access to recycling services for materials managed through the extended producer responsibility (EPR) system in British Columbia (B.C.).
EPR is a policy tool that shifts the responsibility for end-of-life management of products (physically and financially) to the producer and away from local and Indigenous governments. In B.C., producers of regulated products typically discharge their regulatory obligation by becoming a member of an EPR agency that has an EPR plan approved by government. Established under B.C.’s Recycling Regulation, EPR plans are required to provide for reasonable and free consumer access to collection facilities and services.
The accessibility framework delivered under this contract is expected to include a hierarchy of service level requirements to optimize consumer access to collection services, a user-friendly tool to direct EPR agencies in developing required consumer accessibility commitments, and objective criteria for ministry staff to evaluate accessibility commitments in EPR plans.
Through implementation of the framework, the primary intended outcome is better provincewide access to recycling services. Given B.C.’s diverse population and geographic dispersion, the contractor should consider the differing needs in access for First Nations, remote, and rural communities.
Contracted outputs must be delivered before March 24, 2023. The proponent's proposal must not exceed $75,000.
