Description
The City of Prince Rupert is seeking proposals from qualified proponents for the engineering design and environmental permitting of a water main replacement and bridge replacement at the outlet of Shawatlan Lake.
The City has obtained funding from the Investing in Canada Infrastructure Program (ICIP) and will execute the Project according to the agreement (the funding agreement). The ICIP is an Integrated Bilateral Agreement between the Government of Canada and the Province (IBA-ICIP). The funding agreement scope of work includes construction of a Water Treatment Plant and a program of work that will support its development. This includes improvements to the City’s SCADA system, replacement of an existing submarine water main, as well as overland works including installation of a bridge, and overland water main replacement. The overland water main and the bridge replacement component of the work is the focus and scope of this RFP. The overland water main that is a part of the overland works contract will connect to the future Fern Passage submarine water main which shall be undertaken as a separate and independent contract.
The City’s potable water is currently sourced from Woodworth Lake and Shawatlan Lake on the mainland. The dam on Woodworth Lake and pump station at Shawatlan Lake are accessed via a road from the location of an existing barge landing. Barging is required to deliver equipment and materials to the facilities at the lakes, but the existing barge landing is not accessible during all weather and tidal conditions.
The City intends to replace a portion of its overland water mains to allow connection to a future submarine water main crossing and replace the existing bridge to accommodate an additional access to infrastructure on the mainland for small construction vehicles during emergency events.
