Cheam Elementary - Mechanical Upgrades HVAC (713.001)

1 INVITATION TO BID

.1 Sealed bids will be received by Chilliwack School District #33 for a:
École Cheam Elementary School Rooftop Unit Upgrade (Phase 2)

2 SUBMISSION OF BID

.1 Tenders filled out on the Stipulated Price Bid Form contained in the project specification
and marked École Cheam Elementary School Rooftop Unit Upgrade (Phase 2) shall
be received at Chilliwack School District Facilities (44877 Yale Road West) to the
attention of Mr. Tom Nichols, Facilities Manager at tom_nichols@sd33.bc.ca, no
later than 2:00 PM on April 30, 2026 (according to the clock on the wall in the
office reception area). The School District will also accept submissions made
through the B.C. bid portal.

.2 Offers submitted after the indicated closing time will be returned to the bidder unopened.

.3 Bids received prior to the indicated closing time will be opened publicly after recording of
envelopes received. Bids received will be reviewed by the School District with the
Consultant prior to award.

.4 Subject to the provisions of Clause 7 (Revision of Bid) of the Instructions to Bidders,
previously submitted bids may be revised by delivery of a signed letter. Revised bids will
only be accepted if submitted on a copy of Appendix F of the Stipulated Price Bid Form,
as attached in this specification. No faxed Revisions of Bid will be accepted.

.5 Bids shall be accompanied by a Bid Bond in an amount equal to ten percent (10%) of the
BID price. Use Bid Bond form CCDC #220-2002.

.6 Bids shall remain in effect for a period of sixty (60) days from the time of Bid closing.

.7 Provide base contract price and two (2) separate prices, as per the breakdown noted on
the Mechanical drawings. Separate price #1 will proceed on a schedule and cost basis
and will be determined in August.

3 CLARIFICATIONS AND ADDENDA DURING THE BIDDING PERIOD

.1 Inquiries during the tender period may be directed to the appropriate consultant but must be
copied to the prime consultant. No oral clarifications will be issued. All changes to the
contract will be issued in the form of written addenda.

.2 Discrepancies, omissions, ambiguities, or conflicts in the contract documents must be
brought to the attention of the Consultant. The Consultant will review the questions and will
issue Addenda as required.

4 COMPLETION OF THE WORK

.1 The work must attain Substantial Completion no later than August 21, 2026 and Total
Completion by September 4, 2026.

5 MANDATORY SITE VISIT

.1 The site visit is mandatory for contractors intending to act as Prime Contractors.

.2 As the project primarily involves mechanical work; Mechanical Contractors are invited to bid
as Prime Contractors. In the event Contractors who are not qualified to carry out the
mechanical installation work intend to bid as Prime Contractors, they shall be accompanied
on the site visit by the Mechanical Contractor they intend to carry as a sub-Contractor.

.3 The person attending the mandatory walkthrough must be a principal of the firm, estimator
employed by the firm, or a ticketed gas, pipe or sheet metal tradesman, with valid TQ
number, indicative of competency in mechanical systems installation and an understanding
of the project requirements described by the Owner and Consultant.

.4 The site tour is not mandatory for other sub-contractors.

.5 Mandatory Site Visit will be held on April 17, 2026 (Friday) at 10:30 AM
