INTRODUCTION
Purpose of this RFPThe purpose of this Request for Proposals is to invite eligible Proponents to prepare and submit competitive Proposals to construct and commission the Goldstream Water Treatment Plant UV and Controls Upgrade Project (the “Project”).
Through the RFP process, the CRD is seeking to enter into a construction contract (the “Construction Contract”) with an experienced, qualified contractor (the “Contractor”) to construct the Project.
Background to this RFPThe Goldstream Water Treatment Plant consists of four main process buildings and treats an average of 130 million litres per day (MLD) to provide drinking water to a population of nearly 400,000 people. This RFP is for the installation, integration and commissioning of new UV Equipment and other related controls upgrades at the Goldstream Water Treatment Plant and associated work, as further described in the Construction Contract. Prior to submitting a Proposal, Proponents should carefully review the Construction Contract.
Key Contractor ResponsibilitiesPursuant to the Construction Contract, the Contractor will be responsible for:
(a) replacement of UV disinfection equipment and associated components as will be provided under the UV Equipment Supply Contract;
(b) supply and installation of new control panels, PLC and HMI hardware and software;
(c) design and prepare new control panel drawings for existing PLC control panels and new control panels identified in the issued for construction drawings;
(d) retrofit existing PLC control panels from existing Siemens PLC hardware to new Allen Bradley PLC hardware;
(e) complete all demolition works associated with existing UV disinfection equipment, existing chlorination systems, electrical and controls systems, as shown on the issued for construction drawings;
(f) system integration, including PLC programming and SCADA screens in alignment with the complete Process Control Narrative for the Goldstream Water Treatment Plant;
(g) all start-up testing and commissioning activities, including development (for review and approval) and adherence too commissioning plans. The Contractor will also be required to obtain and document all sign-offs from Vendors and Professional’s of Record ;
(h) planning, staging and executing all work such that ongoing water treatment operations are continuously maintained. The Contractor will be expected to submit all work plans for review and approval and to work continuously and collaboratively with CRD operations throughout the Project;
(i) fulfilling all obligations of prime contractor as defined by WorkSafeBC and ensuring safe delineation of the site from existing operations;
(j) obtaining all permits and approvals required for the Project, except for those expressly identified as CRD’s responsibility;
(k) project management of the complete works with strict attention to the Substantial Completion, which is aligned with the need for full plant capacity prior to high summer demands; and
(l) hazardous material abatement as deemed necessary to carry out the Work.Closing Time and Date for Submission of ProposalsThe CRD will accept either hard copy or electronic submissions on or before the following date and time (the “Closing Time”):
Time: 2:00:00 p.m. local timeDate: May 22, 2024The CRD reserves the right to extend the Closing Time at its sole discretion.
Electronic Submission:Submit a PDF copy of the Proposal in accordance with the instructions contained herein, to the following email address:

Delays caused by any computer related issues will not be grounds for an extension of the Closing Time. Proposals received electronically with a time stamp after the Closing Time will not be considered. Proposals sent by fax will not be considered.
Hard Copy Submission:Submit three (3) copies of each proposal and one (1) USB, in accordance with the instructions contained herein, at the following specific physical location:

Proposals received after the Closing Time will not be considered. The actual time of Hard Copy Proposal submissions will be determined with reference to the clock used by the CRD for that purpose. Proponents are encouraged to submit their Proposals well in advance of the Closing Time to minimize the risk of their Proposal being late.
