Description
The Town of Smithers is seeking proposals from qualified consulting firms to develop a comprehensive Parks and Recreation Master Plan. The scope of the project will require analysis of current and forecasted needs, identifying priorities, condition assessment of parks and recreation facilities, conceptual plan preparation for selected parks, recommendations, and development of an implementation strategy that will help guide the future planning, programming, operation, maintenance, and development of the Town's parks, trails and open spaces, recreation facilities, and recreation programs over the next 10 years.
By serving as a decision-making tool, the Master Plan will inform priorities and investment decisions made by Town Council, user groups, and other stakeholders, and enhance community wellbeing, economic prosperity, and livability of Smithers as a place to live, work, play, and retire. Developed through a community-driven engagement process, the Master Plan will be a community-owned document that captures the soul of Smithers and will be easily understood by all users. Embracing principles of sustainability and collaboration, the Master Plan will identify opportunities to work effectively with other service providers, neighbouring jurisdictions, and local First Nation communities in the realm of parks and recreation planning.
The selected firm will have expertise in recreation facility planning, community outreach, recreation program assessment, sustainable development, and financial analysis. This RFP document intends to provide a general overview of the work required as part of this project. The expected time to complete the project is nine months after project initiation.
