CHEMICAL OFFLOADING FACILITIES UPGRADE
CONTRACT 2023-920
INVITATION TO TENDER
Sealed Tenders, plainly marked on the envelope "Tender for GWTP CHEMICAL OFFLOADING
FACILITIES UPGRADE CONTRACT NO. 2023-920” will be received by Shari McCreesh, Purchaser,
Integrated Water Services of the Capital Regional District at their offices at 479 Island Highway up to 2:00
pm local time on January 31, 2024, at which time they will be opened in private.
The works to be constructed under this Contract generally include, but is not limited to, the following:
The Goldstream Water Treatment Plant (GWTP) requires upgrades to two chemical transfer facilities where
chemical offloading occurs; the sodium hypochlorite and ammonium hydroxide facilities. Specifically, the
outdoor chemical offloading spill containment pads require increased drain and piping sizes, additional
trench drains, and upsized concrete curbs. These upgrades are intended to better prevent spills from being
released into the environment should a spill occur.
Proponents may be awarded follow-on work without a competition.
Digital copies may be downloaded for no cost from www.crd.bc.ca/about/contracts-rfps/ after registering as
a vendor and at www.bcbid.gov.bc.ca without registration. Vendors are encouraged to check BC Bid
regularly for updates and not rely on e-mail notifications, as e-mail is inherently unreliable and subject to
interruptions.
The lowest or any tender will not necessarily be accepted.
A mandatory pre-tender site meeting will be held at the GWTP Head Office, 2995 Sooke Lake Rd.,
Langford, at 9:00 am, January 9, 2024. After the Safety Orientation and pre-tender meeting, Tenderers
will then be taken to the two facility locations to ensure that they have satisfied themselves of everything
and of every condition that could affect the execution of the work. Tenderers are encouraged to make
enquiries to satisfy themselves of the work requirements.
