NOTICE OF ELECTRONIC RESEARCH ADMINISTRATION SYSTEMS AND RELATED SERVICES REQUEST FOR PROPOSALS (RFP) #2023-449 POSTED ON OTP

Please note this is not an RFP. No RFP is attached. 

OECM, a collaborative sourcing organization, has issued a non-binding RFP, as noted above on the Ontario Tenders Portal (OTP) in collaboration with BCNET, Cybera, and ISI (the “GPOs”).

The objective of the RFP is to award master agreements, to one (1) or more qualified suppliers for the provision of Electronic Research Administration Systems and Related Services on an as-and-when required basis for the GPOs’ Customers/Members.

Proposals will be evaluated in twelve (12) stages, as detailed in Part 3 of the RFP.

The term of the resulting master agreements is intended to be for five (5) years, with an option in favour of the GPOs to extend the term of the master agreement, on the same terms and conditions for up to two (2) additional terms of five (5) years each.

The master agreements will be available to organizations such as educational entities (e.g., colleges, and universities), and may also include Private Schools and Private Career Colleges), health and social service entities, hydro, Local Housing Corporations, the Legislative Assembly, Municipalities and related Service Organizations, not-for-profit organizations, provincially funded organizations (“PFO”), shared service organizations, utilities and local boards, and any other Broader Public Sector (“BPS”) agency, board or commission, Crown corporations, First Nations federal agencies, Indigenous Organizations and Communities, and other provincial, territorial and federal public sector entities/agencies or similar entities not mentioned here. 

The GPOs make no guarantee of the value or volume of work to be assigned from the award of any master agreements resulting from this procurement.

In the event of a conflict or inconsistency between this notice and the RFP, the RFP shall prevail.

OECM will be hosting a Proponent Information Session (PIS) for Electronic Research Administration Systems and Related Services on July 2, 2024 at 11:00 am. Proponents can register for the PIS at https://attendee.gotowebinar.com/register/463413804949871193

Proponents are advised that there will not be a public opening of this RFP. OECM will open proposals at a time subsequent to the closing date indicated in the RFP timetable above, in the RFP itself, and on OTP.

OECM will not post the RFP documents or any amendments associated with this RFP, outside of this notice, on MERX™ or Biddingo. All communication will occur directly through OTP.

This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (CFTA) and Chapter Nineteen of the Comprehensive Economic and Trade Agreement (CETA).
