Notice is hereby given by BC Financial Services Authority (BCFSA), of its intent to directly award service agreements to Corus Entertainment and Lamar Advertising Company for the delivery of the following services:
In accordance with applicable trade agreements, BCFSA, has chosen not to proceed with a competitive process for the following reason:
As part of its mandate to help protect British Columbians during some of the most important financial transactions of their lives, BCFSA facilitates annual consumer awareness and education campaigns to equip British Columbians with information to support them with making financial decisions. Through its campaigns, BCFSA seeks to create general awareness of its brand and the resources it provides and create consumer awareness of important messages related to fraud prevention and other consumer-protection activities.
BCFSA has identified its target audiences as being adults aged 18 and over who reside in all areas of British Columbia, and who are predominantly engaged with news programs, specifically during morning news programming. As part of its brand awareness campaigns, BCFSA intends to utilize television advertisements to be featured during prominent news programs, and digital display ads on high-traffic news websites and social media channels. Additionally, BCFSA will utilize transit advertising on buses, in SkyTrain stations and in other transit systems throughout the province to reach a broader audience through out-of-home advertising.
Corus Entertainment delivers a broad portfolio of television services throughout British Columbia, including the delivery of the top three news programs throughout B.C. – Global News Hour, Global News 6 WKN, and Global National. Lamar Advertising Company has exclusive advertising rights in and on all transit systems in British Columbia, and manages advertising on Translink, BC Transit, and InTransit.
BCFSA believes Corus Entertainment and Lamar Advertising Company are the only service providers that can deliver the volume of impressions required to achieve its intended results and effective engagement with its consumer awareness and education campaigns.
Data obtained by BCFSA shows that Corus Entertainment, via its Global News programming, reaches its key audiences across the Province of British Columbia and achieves significantly higher impressions with audiences that have an interest in financial services relevant to the sectors that BCFSA regulates:

Through its exclusive out-of-home advertising services in and on all transit systems in British Columbia, Lamar Advertising Company delivers approximately 7,500,000 weekly impressions.
Corus Entertainment and Lamar Advertising Company will provide production services throughout campaign development and will facilitate the display and distribution of campaign materials via their various advertising channels.

In accordance with applicable trade agreements, BCFSA, has chosen not to proceed with a competitive process for the following reason:
- the goods or services can be supplied only by the selected supplier/s and no alternative or substitute exists who is able to meet or exceed the specific requirements of the engagement.

- Global News is the most watched news program in B.C., reaching an average of 1.4 million people aged 18+ per week*.
- Global News reached approximately 202,000 adults aged 18+ that intend to buy or sell real estate within the next 12 months, compared to competitor news outlets, which achieved approximately 115,000 impressions or less*.
- Global News reached approximately 597,000 credit union customers, compared to competitor news outlets, which achieved approximately 328,000 impressions or less*.
- Global News reached approximately 1,407,000 impressions of viewers who have personal property insurance, compared to competitor news outlets, which achieved 795,000 impressions or less*.
- Via its StackTV platform, Corus Entertainment offers one of the only streaming services with live TV channels in Canada, which has over 600,000 subscribers. This platform delivers Global News via streaming.
