Description
Notice is hereby given by the Columbia Shuswap Regional District (“CSRD”) of its intent to award a contract to Yucwmenlúcwu (Caretaker of the Land) LLP – Splatsin (“contractor”) for the following services:
The CSRD chose to solicit a price from Yucwmenlúcwu (Caretaker of the Land) LLP – Splatsin, due to the following rationale:
Contractors wishing to object to this decision should email their objection by May 16, 2024, no later than 2:00pm, local time to: procurement@csrd.bc.ca, Attention: Dona Thiem
Contractors objecting must provide specific reasons for their objection. The Contractors ability to provide services of the same or better quality, price and within the required time frame will be the key criteria with regard to the consideration of Contractors objections.
- Construction of 0.5 KM - 1.5 KM of the Shuswap North Okanagan Rail Trail within the District of Sicamous – specifically:
- 1 KM of finished trail including raising trail 0.3m to address erosion mitigation and flooding;
- Trail clearing, grubbing and ditching as required;
- Steep slope rock scaling;
- Road crossings/Driveway accesses where required; and
- Signage.
The CSRD chose to solicit a price from Yucwmenlúcwu (Caretaker of the Land) LLP – Splatsin, due to the following rationale:
- The contractor has been performing similar work on the rail trail up to this section and therefore is already mobilized and can easily add this additional kilometer of trail to their current scope of work.
- The contractor has agreed to use their current unit rates and would be less expensive than adding it as a separate contract at a later date.
- The current and additional scope of work can be completed in approximately 2 months and well in advance of a BCAT grant deadline requirement of September 30, 2024.
- The contractor has an Heritage Inspection Permit for Archaeological Impact Assessment relating to the trail that would negate the need for additional archaeology permitting and assessment which could result in a delay in construction.
- Any new contractor(s) would be required to do their own archaeology assessment and get a permit as required by the Archaeology Branch/Ministry of Forests.
- This approach puts the BCAT funded project (#065OA122027) currently at 50% completion of the 0.5 km - 4.5 km section.
- Price - Estimated contract value for this portion of work is $111,922.65 Canadian dollars, plus taxes.
