SUMMARY OF OPPORTUNITY
The City of Vancouver (the “City”) is issuing this Request for Applications (“RFA”) to request applications from experienced architectural firms (“Applicants”) indicating their interest in, and presenting their qualifications to perform, the role of Architect / Prime Consultant for future Non-Market Housing Development (NMHD) projects, which may also include projects co-located with specialized multi- purpose and/or mixed-use components (such as childcares, commercial retail units, etc.).
The City intends to engage Applicants through a two-stage solicitation process initiated with this RFA, which will be used to establish pre-qualified architect lists based upon specific Service Category thresholds. The RFA will be followed by an indeterminate number of secondary solicitations under separate Requests for Services (“RFS”), and services will include but not limited to, the following standards and guidelines:
• BC Housing’s Design Guidelines & Construction Standards• The City of Vancouver’s Housing Design and Technical Guidelines (“HDTG”)• CMHC Applying Universal Design Principles to Multi-unit Developments• CMHC Universal Design Guide• Passive House Standards, or targeted Step Code equivalent• LEED Gold (applicable to components of mixed use only)• Any/all updated technical bulletins associated with the above; any deviations are subject to the review and satisfaction of the City of Vancouver and/or funding partners.• The project(s) may include Indigenous informed design considerations to both interior and exterior.
