South Coast British Columbia Transportation Authority (“TransLink”) is responsible for planning, financing and operating the public transportation system throughout Metro Vancouver. TransLink’s operating companies include Coast Mountain Bus Company Ltd. (CMBC), British Columbia Rapid Transit Company Ltd. (BCRTC) and West Coast Express Ltd. Project Summary:
TransLink is responsible for administering the Operations Maintenance and Rehabilitation (OMR) program for the Major Road Network (MRN). This program provides funding to our municipal partners for eligible expenditures spent on the operations, maintenance and rehabilitation of the MRN in order to keep this road network in a state of good repair. When reporting expenditures to TransLink’s OMR program, municipalities submit applications to be reimbursed for eligible expenditures used to maintain and operate the MRN. This includes activities such as pavement rehabilitation, placement of signage, snow removal, line painting and many others.
The current process for municipalities to report their expenditures to this program is done through a combination of pdf forms/excel templates and email correspondence. The submitted information is then review by TransLink staff before it is formally approved. Once approved, this information is then transferred to a Microsoft Access database to ensure that the information is reliable and accessible to TransLink staff. The main scope described in this RFP involves transferring the existing database as well as the process of submission and review to a web-based application.
