The RFQ and associated Framework Agreement documents have been updated to reflect the second of two 2 year renewal options which will extend the RFQ from April 1, 2022 until March 31, 2024. See Addendum #11 for a complete description of the update.

On behalf of the Ministry of Environment and Climate Change Strategy and the Ministry of Attorney General, the purpose of this Request for Qualifications is to qualify Respondents with the experience to perform services in the following Service Categories:

1) Business Transformation Services;
2) Organizational Change Management Services;
3) Technical Architecture Services;
4) System Requirements, Specification, Design, Development and Implementation Services;
5) Application Maintenance and Operations Services;
6) Testing Services;
7) Program Management and Project Management Services;
8) Quality Assurance Services; and
9) Security Consulting Services.

The prequalified lists resulting from this RFQ will be used primarily by the Ministry of Environment and Climate Change Strategy and by the Ministry of Attorney General but may also be made accessible to the other ministries listed in the Sectors to purchase services in the Service Categories set out above.

Respondents should note the following:
1. Respondents may respond to one, or more than one, of the Services Categories listed above in their Response.
2. Based on the review of the RFQ Responses the Province intends to establish a List of Eligible Respondents for each Service Category. Eligible Respondents will be asked to sign Framework Agreements in the form attached as Appendix C. Upon execution they will become Qualified Suppliers and will be placed on a List of Qualified Suppliers.
3. Those Qualified Suppliers, on an "as, if and when requested" basis, may be contacted directly, or asked to compete, to enter into one or more Statements of Work for provision of the services that they were deemed Qualified Suppliers for, as described in section 5.
Respondents are advised that not withstanding the Closing date for this RFQ, Responses may be submitted at any time in accordance with Section 3.2 of the RFQ.

Respondents may submit their Response by email and if doing so recognize the following:
· The Respondent is solely responsible for ensuring that their Response has been received;
· Emails and their attachments that are:
   o in excess of 100MB;
   o Contain an executable (i.e. compressed, zipped, etc.) file; or
   o deemed to contain a virus;
will be rejected by the Government Electronic Mail System;
· Respondents should submit email Responses in a single email but if multiple emails are required, ensure that the email contains clear instructions as to how the files are to be read.
