Description
The Ministry of Emergency Management and Climate Readiness (the “Ministry”) intends to enter into one (1) or more Contracts for engineering Services to review and assess public infrastructure damage within designated disaster areas for the Disaster Financial Assistance (DFA) program in response to approved DFA Events within British Columbia (“BC” or “B.C.”).
The Services will involve identifying, reviewing, assessing, documenting and reporting on damage to public infrastructure belonging to Local Governments and First Nation Bands within designated disaster areas authorized by the Province.
Proponents must have:
Proponents may propose to provide the Services in one, some or all six (6) EMCR Regions. The Contractor(s) will deploy engineers anywhere within the applicable EMCR Region(s) on an as and when required basis within three (3) Business Days of notification by the Province.
Since August 29, 2022, McElhanney Ltd. has been providing these services and are eligible to participate in this RFP.
The Province intends on establishing one (1) or more Contracts for the services described in this RFP for a four (4) year term, from approximately July 1, 2024 to June 30, 2028.
Due to the nature of the Services required, the Province does not make any representations or guarantee as to the volume of Services required. The Services will be requested on an as and when required basis, with no minimum guarantee of hours.

- a valid Engineers and Geoscientists British Columbia Permit to Practice; and
- employees or current relationships with subcontractors in each applicable EMCR Region who are licensed engineers in BC and collectively have specializations in hydrotechnical, geotechnical, civil and structural engineering (i.e. not all need this specialization, but together, all must be addressed).
Proponents may propose to provide the Services in one, some or all six (6) EMCR Regions. The Contractor(s) will deploy engineers anywhere within the applicable EMCR Region(s) on an as and when required basis within three (3) Business Days of notification by the Province.
