The CleanBC Roadmap to 2030 includes ambitious policies to achieve B.C.’s 2030 and 2050 greenhouse gas (GHG) emissions targets that will impact utilities in the Province.(1)
These policies will affect future energy demand and, consequently, the energy system infrastructure required to supply it. It is critical that the changes made to existing infrastructure support BC’s emissions reduction goals and that those changes are made in a cost effective and resilient way.
As part of the Climate Aligned Energy Framework, the Ministry is seeking proposals in response to this Request for Proposals (RFP) to create analytical tools to model growing base and peak loads in select communities under a range of scenarios, and how these can be reliably served using different combinations of policies, regulations, and current and near-commercial technologies, while meeting CleanBC goals.
The goal is to optimize investments in infrastructure upgrades to BC’s energy system (inclusive of natural gas and electricity for this study(2)) through 2050. These tools may ultimately form the basis for considering more integrated long-term planning between BC’s electric and gas utilities, as well as alternative business models that could better optimize current and future infrastructure and facilitate an orderly decarbonization transition.
The anticipated term for the first phase of this RFP will commence upon signature of a contract and end approximately twelve months later. Dependent on satisfactory completion of Phase 1 and Provincial funding availability, the Province may extend the term of the Contract to include a Phase 2, as described in Section 3.7.
Phase 1: 7 communities (approximately 12 months)
Phase 2: Expansion province-wide (approximately 24 months)
