    REQUEST FOR PROPOSAL 1070-2324/175
    Comprehensive Land Use Planning and Redevelopment Feasibility Analysis Consultant Services (Lead Consultant Team), Interior Region, BC


    The purpose of this RFP is to invite Proponents to prepare and submit competitive Proposals to provide BC Housing with the Deliverables.  Through this RFP process, BC Housing is seeking to enter into a contract (the “Contract”) with an experienced, qualified supplier (the “Supplier”) to provide the Deliverables.

    Key Elements of the Deliverables

    The Successful Proponent will assist BC Housing with developing a comprehensive land use plan for the future use of the subject lands and developing a comprehensive community in phases: 
    1. Phase 1 – Feasibility Analysis, and
    2. Phase 2 – Stakeholder Engagement, Design Development to Development Permit.
    The contract will be awarded to implement Phase 1 only with potential to extend it to Phase 2. Initiation and completion of the next phases will solely depend on BC Housing’s decision.
    Deliverables shall meet the interests of BC Housing as set out in Appendix 8 (Draft Contract and Scope of Work) and Appendix 9 (Project Requirements). BC Housing will administer the Lead Consultant Services contract.
    The successful Proponent will be required to develop a coherent framework plan for the entire site by working collaboratively and iteratively with BC Housing and other key stakeholders.  The Proponent’s primary role will be to create a development program that is both compelling and practical. The resulting plan should embody sustainable and resilient design measures, quality of place and urban form and be supported by a coherent phasing and implementation strategy that achieves the overall objectives and incorporates purpose, vision, and guiding principles of BC Housing to achieve the overall objectives.
    Any description or overview of the Deliverables and the draft Contract in this RFP is provided for convenience only and does not replace, supersede, supplement, or alter the Contract. If there are any inconsistencies between the terms of the Contract and the description or overview of those terms set out in this RFP, the terms of the Contract will prevail.  Proponents should carefully review the draft Contract including its attachments for the full scope of the Deliverables.  A draft version of the Contract is attached as Appendix 8 (Draft Contract and Scope of Work).
    This RFP requires submitting a signed Non-Disclosure Agreement (NDA)
    The deadline for submitting the signed NDA is:
    October 31, 2023 @ 2:00 P.M. PT
    The signed NDA must be submitted to the attention of BC Housing Contact at the below email address with a clear indication of this RFP number and title in the subject line. The file name of the NDA shall contain the Proponent’s name. 
    NOTE: It is the Proponent’s sole responsibility to verify where their NDA has been received by BC Housing and request site related information.
