The purposes of the Indigenous Forest Bioeconomy Program and the Indigenous Forestry Program are to support forest bioeconomy and conventional forestry projects respectively with Indigenous organizations across British Columbia, and to foster Indigenous participation in and benefit from forest bioeconomy and forestry development opportunities.
The Ministry invites proposals from firms specializing in program management/delivery. The objective of the proponent will be to financially manage multiple Ministry-funded forest bioeconomy and forestry projects with First Nations and other project partners in BC. The value of the IFBP is up to $800,000 annually and the value of the IFP is up to $400,000 annually. Funding is available within a fiscal year running from April to March. The first year of delivery will be the fiscal year ending in March 2024, and the contract will be renewable for an additional fiscal year for up to a total of five years. The total value of the two programs over five years of delivery is up to $6 million. The delivery agent will be able to use a portion of the program funding to cover their expenses, but the bulk will be expected to be allocated to funding recipients.
The Ministry requests detailed proposals from interested and qualified parties (“proponents”) setting out one or more means by which the stated goals, objectives and other requirements of the RFP may be best met. Proponents are requested to propose approaches to delivering Program Delivery Administration for this fiscal year when submitting a response to this RFP.
