Description
Fraser Health Authority (“FHA”) invites expressions of interest from commercial property owners interested in providing the office or retail premise requirements for Ambulatory Care which provides acute care services to patients admitted for day procedures (the “Project”). The purpose of this Request for Expressions of Interest (“RFEI”) is to select a respondent (“Respondent”) to enter into negotiations for a lease(s) of the Project premises.
Project Intent: | Relocation of Ambulatory Day Care services that are currently situated in the Royal Columbia Hospital to alternate premises. |
Basic Premises Requirement: | 42,000 – 45,000 square feet of useable retail or office space. The rentable area will depend on communal / shared space and other factors specific to the premises proposed. The minimum base building requirements for a new or existing building are outlined in Appendix A attached. Preference will be given to locations near the Royal Columbian Hospital. |
Building Requirements: | The building is required to be a professionally managed and maintained retail and/or office complex with access to public transit. The building is required to be fully barrier free and must comply with current building codes. Security for staff and clients will be an important consideration. |
Tenant Improvements: | FHA will design and construct all tenant improvements to the premises over and above the base building structural components, at its expense. |
Parking Requirement: | Preference will be given to submissions maximizing achievement of the following criteria:

Timing / Lease Term: | Min. Fifteen (15) years commencing during the period between Q2-Q3 2027, or as otherwise agreed. Two (2), successive Five (5) year renewal options will be required. |
Construction / Fixturing Duration: | Approximately nine (9) months prior to Lease Commencement. |
Preferred Geographical Area: | New Westminster within proximity to the Royal Columbian Hospital. |
Agency Disclosure: | Respondents acknowledge that the Tenant has retained a licensed real estate broker, Avison Young Commercial Real Estate Services, LP to represent the Tenant in its negotiations who will be bound to adhere to the policies, procedures and rules of the BC Financial Services. The Respondent/Landlord will be responsible for a Real Estate Commission payable to the Tenant’s licensed real estate broker in the amount of $1.00 per square foot per annum of the lease term (plus applicable taxes). Agency Commission shall be payable upon full execution of the lease and the commencement term of the lease. |
