Description
The Ministry of Children and Family Development (the Ministry) funds a range of programs and services for children and youth with special needs, and their families. Services are designed to promote healthy development, maximize quality of life and support full participation in community life. The intent is to promote and develop the capacity of families and communities to care for and protect vulnerable children and youth. The Indigenous Early Years Programs will demonstrate a cultural approach to serving Indigenous children, families, and communities.
The Ministry of Children and Family Development (MCFD) is seeking proposals from Proponents for the delivery of Indigenous Supported Child Development, Indigenous Infant Development, and Early Childhood Development Programs (Indigenous Early Years) in the community of Quesnel and surrounding areas. To promote the advancement and well-being of the children, youth, and families of the North Cariboo Indigenous, Metis, or Inuit communities and provide programs, services, and resources which contribute to community development and capacity building.
The maximum annual budget available is $669,644.00 for the provision of this service. The desired start date for these services is October 1, 2023, though a later start date no later than November 1, 2023, may be negotiated.
The successful proponent will deliver a continuum of program services that provides culturally appropriate early years childhood development services that support children and their families. Services include prevention, early intervention, education, and community outreach.
The proponent is to promote the advancement and well-being of the children, youth, and families of the North Cariboo Indigenous, Metis or Inuit communities and provides programs, services and resources which contribute to community development and capacity building.
Programs to be provided include:
IIDP provides home-based prevention/early intervention services to infants and young children up to the age of school entry (typically five years of age) who have - or are at risk of - development delays. Development delay or disability refers to a lack of expected progress in one or more of the following skill areas: gross motor; fine motor; speech and language; visual or auditory; cognitive; social and emotional development.
The Contractor will deliver services with the appropriate expertise for each of the program areas ensuring that professional and qualified staff are assigned roles and tasks that increase outputs and improve outcomes for clients. The programs and services will follow appropriate Provincial Policies and Standards.
The intended outcomes would be for Indigenous, Metis and Inuit communities to:
In working with children and youth who are Indigenous, knowledge and understanding of Indigenous, Metis, and Inuit culture, values, and traditions is required.
The proponent is encouraged to submit proposals that promote innovative strategies and services that maximize cost effectiveness and efficiencies.
The annual budget for the program is $669,644.00 with the initial term of the contract to be from October 1, 2023 (or other negotiated start date) to March 31, 2024, with the option for 6, two-year renewals at the sole discretion of the Ministry.

- Indigenous Infant Development to promote family and community participation in specialized programs for infants and children who have a developmental delay or who are at risk of a developmental delay. The program incorporates traditional knowledge and culture with research findings as a means to building children’s resiliency. Indigenous Infant Development supports social learning from Elders and family members and collaborates with community members to achieve the common goal of promoting the well-being of infants and children.
IIDP provides home-based prevention/early intervention services to infants and young children up to the age of school entry (typically five years of age) who have - or are at risk of - development delays. Development delay or disability refers to a lack of expected progress in one or more of the following skill areas: gross motor; fine motor; speech and language; visual or auditory; cognitive; social and emotional development.
- Indigenous Supported Child Development to provide consultation to other service providers and support for children with identifiable support needs the opportunity to participate in positive, inclusive programs as a means to optimizing their unique developmental progress.
The Contractor will deliver services with the appropriate expertise for each of the program areas ensuring that professional and qualified staff are assigned roles and tasks that increase outputs and improve outcomes for clients. The programs and services will follow appropriate Provincial Policies and Standards.
The intended outcomes would be for Indigenous, Metis and Inuit communities to:
- Provide dedicated supports and resources that build and enhance culturally appropriate family and community capacity to effectively promote early childhood development.
- Ensure Indigenous, Metis, or Inuit communities have greater access to a wide range of culturally appropriate Early Childhood Development prevention and early intervention services that support positive parenting, includes increased Fetal Alcohol Spectrum Disorder prevention strategies, and build on strengthening existing community supports and networks.
- Ensure children develop healthily and connected to their parents, communities, and culture and have a positive identity with their Indigenous, Metis or Inuit culture.
- Ensure Indigenous, Metis or Inuit Infants, Families and Caregivers have access to a comprehensive, family centered, Indigenous Infant Development Program based on the philosophy of local culture and tradition.
- Optimize developmental capacity and opportunities for families’ knowledge of infant development.
- Improve children’s developmental outcomes; their life options and optimizing learning and life opportunities.
- Improve access for Indigenous, Metis, or Inuit children to Supported Child Development services.
- Ensure children with support needs are welcomed, supported, valued, and included in the daily activities of childcare settings of their family’s choice.
- Children actively participate to their optimal level in the developmental program or childcare setting.
- Community program staff have the required skills and resources to accommodate children with support needs.
- Children with support needs are accepted and participate fully in the community.
