Description
The annual provincial Aerial Overview Survey (AOS) conducted by the B.C. Ministry of Forests (FOR) consists of fixed-wing sketch mapping at a reconnaissance level of detail over the province’s entire forested land base (including TFLs, provincial parks, protected areas and private land but does not include National Parks).
Surveying is completed by aerial overview survey contractors in each forest region (i.e., Cariboo, Kootenay Boundary, Thompson Okanagan, South and West Coast, Skeena, and Omineca and Northeast Regions). Program coordination and management is led by the Provincial Forest Entomologist (FOR) and supported by the Aerial Overview Survey Monitor contractor.
The GIS Services Contractor is an integral part of this project. The survey season begins with the production of base maps which are supplied to each regional AOS contractor. Base map plots are created at a scale of 1:100,000 on the most recent geo-referenced LANDSAT imagery which is then overlaid with features to assist surveyors with spatial orientation. These features could include and are not limited to wildfires, slides, floods and other disturbances. Two paper copies of each map sheet must be supplied to each survey contractor prior to the survey season start, and approved by each survey contractor. Additionally, one clear mylar of each mapsheet must also be supplied to each survey contractor.
Mapped data is transferred by the survey contractors onto the mylars and then submitted to the GIS Services Contractor for scanning and digitizing. The Contractor must complete ongoing quality checks during the digitizing process and contact the survey contractors to address any anomalies or missing information. Scanned and geo-referenced mylars are then posted by the Contractor to FOR’s public FTP site for review. The surveyors and regional forest health specialists review the digitized data that is posted to the FTP and work with the GIS Services Contractor to revise the data.
In summary, a total of 960 plots are required and approximately 300 scans. It is estimated that approximately 1,600 hours of digitizing time is required to complete the annual data processing. Additionally, approximately 500 hours of additional GIS services are required to carry out other miscellaneous duties, as requested by the Provincial Forest Entomologist. The AOS GIS Services contract is a one-year term with options to renew for up to two additional years.
