Description
Wildfire Response Services includes the provision of Crews and equipment that support initial attack and sustained action wildfire activities, all as further described in section 3.3 of the RSA and Schedule A2 in the form of Standing Arrangement attached as Appendix A. Wildfire Response Services may be performed either independently or in conjunction with Ministry personnel.
MPRR Services include mitigation, preparedness, response and recovery activities in relation all natural hazards, as further described in section 3.3 of the RSA and Schedule A2 of the Standing Arrangement attached as Appendix A.
Services are to be provided on an as, if and when requested basis and no representations, commitments or guarantees are made with respect to the timing, number or value of Service Requests that may be requested from a Contractor over the term. A Standing Arrangement established pursuant to this RSA does not confer an exclusive right to provide the Services to the Province. The Province reserves the right to procure Services by any other means, including use of other agreements, or by other procurement or contracting methods.
There are several significant changes from previous years, as well as from the cancelled Type III Crew RSA (Opportunity ID 11757) and Respondents should carefully review the form of contract and related terms and conditions set out in the form of Standing Arrangement attached as Appendix A, including all the schedules. If there are any inconsistencies between Appendix A and the description or overview of those terms set out in this RSA, the Standing Arrangement in Appendix A will prevail.
If a Respondent previously submitted a Response to RSA 11757 and is submitting a response to this RSA, the Respondent are required to use the new Appendix B form for this RSA or a form substantially similar to the new Appendix B form. Any responses that are submitted using the Response form for RSA 11757 may not be evaluated.
Please note that as of April 3, 2023, HR Policy 04 – Occupational safety and health will be rescinded, which will lift the vaccination requirement for contractors. Due to this policy change all references to the vaccination requirement have been removed from this RSA and appendices.
The Province intends to enter into Standing Arrangements with all Respondents who meet all mandatory criteria, pass the qualification criteria and meet all minimum scores. The anticipated term of each Standing Arrangement is from June 1, 2023 to March 31, 2025. Each Standing Arrangement will contain an option to extend whereby the Ministry reserves the right, at its sole option, to extend the Standing Arrangement for up to two additional one-year periods, on the same terms and conditions, except that the Rates will be adjusted in accordance with the change to the BC Consumer Price Index for the year immediately preceding.
