IT and Business Services

Interested Suppliers are invited to submit a Response to this MULRFQ for the opportunity to be evaluated for a determination as to whether they are eligible to be added to the Ministry’s Multi-Use List of Qualified Suppliers of IT and Business Services.

As described in section 8, on a non-exclusive “as, if and when requested” basis, Qualified Suppliers may be sent Competition Notices providing the opportunity to compete to provide Services to the Ministry.

Only Qualified Suppliers will be sent and may respond to Competition Notices that may issue from this MULRFQ. No Competition Notices will be issued before the Initial Intake.

The Ministry has a spectrum of service needs, from smaller, low complexity problems to larger portfolios of projects associated with strategic mandates.  This MULRFQ is expected to be used to source service providers across the entire spectrum.
   
Competition Notices may be sent to Qualified Suppliers for competitions requiring only one Resource, competitions requiring multiple Resources, or where Qualified Suppliers will be asked to propose a project team.  The Ministry anticipates that some Competition Notices will be in relation to multiple Service Areas. Accordingly, the Province may issue Competition Notices to only those Qualified Suppliers who have qualified in multiple Service Areas relevant to the services required in a Competition Notice. Competition Notices may also be issued in relation to a single Service Area. See section 8 of this MULRFQ for more details on the use of this MULRFQ.

The Services fall under the following Service Areas:

1. Application and Technology Maintenance and Operations Services;
2. Business Transformation Services;
3. Data Architecture and Data Science Services;
4. Organizational Change Management Services;
5. Program Management and Project Management Services;
6. Quality Assurance Services;
7. Security Consulting Services;
8. System Requirements, Specification, Design, Development and Implementation Services;
9. Technical Architecture Services;
10. Testing Services; and
11. User Experience and User Interface Design Services.

The Services are described in greater detail in this MULRFQ, including in section 5 and the Appendices.
Interested Suppliers should familiarize themselves with the entirety of this MULRFQ and submit a Response as described in section 7.

Respondents may submit a Response for more than one Service Area and are encouraged to do so. Responses for each Service Area will be evaluated separately. Each Response that has met all mandatory criteria and all minimum scores (if any) will be added to the Multi-Use List of Qualified Suppliers for the particular Service Area for which the Response pertains.
