Purpose of the RFP
The purpose of this RFP is to invite Proponents to prepare and submit competitive Proposals to provide BC Housing with Architectural Services (the “Deliverables”) for the Supportive Housing located at 654 Fortune Dr. Kamloops, BC.
Through this RFP process, BC Housing is seeking to enter into a contract (the “Contract”) with an experienced, qualified supplier (the “Supplier”) to provide the Deliverables.

Proposals must be submitted electronically through BC Bid on or before the Submission Time. Proposals submitted after the Submission Time will not be accepted or evaluated.
Onus and responsibility rests solely with the proponent to submit its proposal on time as indicated in the RFP. Proponents are advised to make submissions well before the deadline. Proponents making submissions near the deadline do so at their own risk.

Through this RFP process, BC Housing is seeking to enter into a contract (the “Contract”) with an experienced, qualified supplier (the “Supplier”) to provide the Deliverables.
Key Elements of the Deliverables
The following are some of the key elements of the Deliverables:
- Prime Consultant and architectural services to design a 3-4 storey building with 40-50 studio with kitchenette style units in accordance with Appendix 9 (Project Requirements). Proponents’ submissions should contain pricing for full architectural services including prime consultant’s fee. Upon award the Prime Consultant will be responsible for engaging sub-consultants required for this project through a competitive bidding process and follow a purchasing policy for the sub-consultants’ services which allows direct awards for bids up to $24,999.00; requires three written quotes for values over $25,000.00 to and including $99,999.00; requires a public formal competitive process as determined by BC Housing for values over $100,000.00 and up. If requested by BC Housing, the Prime Consultant shall make competitive bids available for BC Housing immediately after competitive bidding process is over; and
- ensuring that design, specifications and drawings meet the requirements of BC Housing Design Guidelines and Construction Standards and BC Housing Commissioning Guidelines, and the program requirements of the non-profit society intending to operate the future building.
