The government of British Columbia (BC) has committed to working in consultation and cooperation with Indigenous Peoples to align its laws with the United Nations Declaration on the Rights of Indigenous Peoples, as per section 3 of BC's Declaration on the Rights of Indigenous Peoples Act. There are multiple strategic initiatives planned or underway with First Nations and a need to consider Indigenous perspectives on early policy exploration and project scoping, along with broader approaches to coordination, engagement, relationship building, and cross-ministry consistency.
This RFP seeks up to three Contractors to dedicate their time to provide advice and input to developing policy and procedures around BC’s response to Indigenous-led Stewardship (Stewardship Project), led by the Land Use Policy, Planning and Ecosystems (LUPPE) Division. This initiative aims to respond to Indigenous Nations’ assertions, declarations, and resource plan requests around Indigenous-led Stewardship initiatives, such as Indigenous Protected and Conserved Areas (IPCAs). This work is important to support staff and communities to collaborate and advance shared objectives for stewardship while BC undergoes procedural, legislative and land use planning reform to align with the Declaration on the Rights of Indigenous Peoples Act. The current project phase includes scoping; internal policies and procedures; education; communications strategy; and, material development to inform this work.

This work is important to support staff and communities to collaborate and advance shared objectives for stewardship while BC undergoes procedural, legislative and land use planning reform to align with the Declaration on the Rights of Indigenous Peoples Act. The current project phase includes scoping; internal policies and procedures; education; communications strategy; and, material development to inform this work.
The successful applicant(s) will work with BC representatives to:
- Support provincial government staff as it relates to the Province’s Indigenous Stewardship Project. This work is anticipated to include providing input on internal procedures, policies, messaging, communications, and reflections; with the final scope of work to be determined based on the successful applicant(s) identified skills, experience, and networks.
- Provide advice and recommendations exploring the merits and challenges of being an Indigenous advisor to the Province in the form of an “after action” report.
The Province seeks up to three Indigenous Advisors to realize the following outcomes:
- The Province obtains a preliminary internal policy guidance report and communications strategy for 2023-2024, from which successful implementation of stewardship initiatives can be tracked and influenced.
- The Province gains a greater understanding of potential approaches to incorporating Indigenous perspectives into stewardship initiatives in a meaningful way to inform future phases of the Stewardship Project.
- The perspectives of Indigenous communities and professionals are reflected in early procedures and policy guidance for use by government staff.
- The approach of the Stewardship Project is well aligned with the Co-Management and Guardians Projects.
