Summary:
Eligible Respondents:Through this Request for Proposals, the District of Lake Country invites Proposals from Indigenous-Owned Businesses only, which meet the definition of an ‘Indigenous-owned Business’ that is provided in Appendix A of Part D of this RFP.
Respondents that do not meet the above requirements are requested to not submit a proposal to this RFP. The District has advertised its intent to include requirements and/or preferences for those organizations of Indigenous Peoples, as part of Request for Expressions of Interest (RFEOI) #2022-051, which was issued publicly and in accordance with the District’s Trade Agreement compliance requirements, on October 10, 2021.
Project Summary:
The ‘Project’, which the Architectural Prime Consulting Services are for, is to construct a new Indigenous Cultural Centre and Nature Park at Woodsdale Road, Lake Country, BC. Key features for the project are as follows:
- Total Construction Budget: The District has a $1.8 million maximum budget for construction of the Cultural Centre Building element of the Project, excluding GST. This budget excludes architect/consultant/engineering fees.
- Timeline: Schematic Design is to be completed in 2022, with Detailed Design completed by Spring 2023. Construction is to occur in 2023-2024. The anticipated ‘Ready for Takeover Date’ is July 2024.
- Concept Plan: the current concept includes the construction of a ~3500 square foot Cultural Centre Building; plus adjacent nature park with wetlands/boardwalks/trails. Note: the Architect selected from this RFP process will not be responsible for design of the Nature Park element of the Project, except for coordination of the Cultural Centre Building services with the design of the nature park. Nature Park design will be performed by a Landscape Architect that is independently contracted by the District.
- Site Location: 3724 Woodsdale Road, Lake Country, British Columbia (between Beasley Park to the West, and the Okanagan Rail Trail / Oyama Road to the East, and beach access to Wood Lake to the North).
