On April 14, 2016, the BC Provincial Health Officer declared a Public Health emergency under the Public Health Act in response to increasing overdoses and overdose deaths. Unfortunately the toxic drug poisoning crisis is ongoing and escalating, British Columbia is experiencing the highest rate of deaths due to overdose of any year. The rise in deaths remains driven by the toxicity of drugs with high levels of illicit fentanyl present in the illicit supply. One of the identified interventions to reduce overdose deaths is “Prescribed Safer Supply” (hereinafter referred to as “PSS”). This intervention provides pharmaceutical grade alternatives to the illicit drug supply to eligible individuals. Multiple pharmaceutical grade medications are available. PSS is primarily focused on prescribing for those who use opioids with the goal to reduce drug-related harms, including injuries and deaths, connecting individuals to health and social supports, and improving the overall health for people receiving the medications. The Ministry of Health released a policy statement on PSS in July 2021. The Province has also provided targeted funding for health authorities to support implementation of PSS.
These interventions will be provided with a low-barrier, flexible approach. Individuals accessing PSS will be identified by local clinicians, physicians, service providers and through self-referral and will undergo screening to determine suitability and eligibility for the program.
Island Health is seeking proposals from community-based providers to provide PSS with a focus on services provided in South Island, Nanaimo and/or the Comox Valley. The successful Proponent(s) will arrange for the physician services, the pharmacy services (medication costs are covered under Pharmacare), the service location and any and all other required ancillary staff, systems and infrastructure. The services will include active referral pathways to a range of health services and social supports and will be tailored to meet the needs and goals of Participants.
