Notice of Intent to Award a Contract- Abbotsford Airport Asphalt Crack Sealing
Notice is hereby given by the City of Abbotsford (“the City”) of its intent to direct award a contract to Sealtec Industries (“Sealtec”) for the following services on behalf of the City:
• Abbotsford International Airport Asphalt Crack Sealing Services
Scope of Services
1.0 General Requirements and Service Provider Expectations:
• Contractor (management and onsite staff) shall have extensive experience performing these services in an airport operational environment.
• Contractor shall be highly qualified and be able to effectively coordinate and manage the undertaking of the services in an active airfield environment.
• Contractor site supervisor shall be consistent throughout the term of the assignment
• Meet security requirements and processes for all services under this contract
• Ability to meet service delivery timelines
• Ability to provide accurate and detailed invoicing including quantity, type and cost per lin.m. on a consistent basis.
• Approximately 10,000 lineal meters of routed and non-routed airfield crack sealing
• All materials used are to meet or exceed provincial specification ASTM D1190 and the specification stated in the MMCD Master Municipal Construction Document Volume 2 Printed 2000, Section 02576, and Sealing Pavement Cracks for Maintenance Purposes and the Supplementary Specifications
2.0 Service Location
2.1. Abbotsford International Airport – work locations and approximate quantities
• Runway 07/25 ~ 2,000 lin. meters
• Runway 01/19 ~ 1,000 lin. meters
• Commercial Apron ~ 500 lin. meters
• Taxiways A and A1 ~ 500 lin. meters
• Main Apron ~ 3,000 lin. meters
• Taxiway D ~ 1,500 lin. meters
3.0 Administration
3.1. Monthly summary invoice(s) shall be provided including the following:
Mobilization (dates, shifts)
Non Routed Crack Sealing (per Lineal metre)
Routed Crack Sealing (per Lineal metre)
Standby Time (hourly rate in 15 minutes increments)
Sweeping (hourly rate)
Dump Fee (per shift)
Intent of Direct Award
The City intends to direct award a contract to Sealtec for the provision of labour, tools, equipment and materials for asphalt crack sealing maintenance duties throughout the Abbotsford International Airport’s airfield at a total estimated budget of up to $200,000.
Firms who have recent experience working in an airside environment for crack sealing and want to object to the direct award must confirm their interest and ability in supporting the requirements set out above and email their objection by January 29, 2023, before 2:00PM, local time to:

The justification for the direct award includes the following factors:
• Lack of specialized material, equipment and experienced personnel in airport crack airside crack sealing, as demonstrated in lack of response in previous RFPs have prompted the City to issue this Notice of Intent to solicit interest from qualified contractors to support the above noted requirements
• Sealtec has extensive experience working on active runways and taxiways in British Columbia and the Lower Mainland.
Demonstrated previous experience in providing similar services is a fundamental requirement.
