Description
1, This RFP/RFQ is open to pre-qualified firms only. Proponents are invited who have been pre-qualified based on specific information previously submitted through The City’s RFPQ 06-066. Proposals will only be considered from proponents that have achieved a pre-qualification under the RFPQ.
2. The City is issuing this RFP for the purpose of assigning a prequalified consulting firm to assist The City’s personnel with the assessment, operation and maintenance of The City’s Shepard Industrial Waste Facility-Cell 8. Cell 8 comprises an oil and water separation system (OWS) and three wastewater treatment ponds, located within the Shepard Waste Management Facility. It is designed for the disposal of non-hazardous industrial liquid waste. It receives industrial and carwash sump water from commercial generators and haulers. The consulting firm will assist The City by conducting a thorough evaluation of the current conditions of Cell 8, providing specialized technical support, developing a maintenance and repair plan, preparing operation and maintenance manuals, and providing necessary expertise to assist The City with maintenance, repairs, and reporting. Contingent on budget approval, the Consultant may be asked to provide additional site assessments at other industrial waste cells and provide recommendations for maintenance or repairs, as mutually agreed upon by the parties.
3. This procurement process is not intended to create, and, will not create, a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations.
4. It is The City's intention to enter into an Agreement with only one (1) legal entity. The length of the Agreement will be for an initial term of 1 year. After the initial term, The City will have an option to renew the Agreement in 1-year increments, up to an additional 5 years, for a potential total term or 6 years
