Change Management Contractor

RFP AB-2023-04631 Change Management Contractor Update_01_July 21, 2023 Alberta Children and Family Services wishes to engage the services of an experienced organizational change management team with organizational behaviour expertise to assess, strategize, plan, develop and deliver organizational change management activities to support the implementation of the ACELCC Agreement and the Cost Control Framework and For-Profit Expansion Plan. This child care transformation will be enabled by a comprehensive organizational change management program including but not limited to change assessment, communication, change risk profile, training and engagement. The selected proponent will: • assess, identify, and delineate the scope and breadth of system impacts to transition to a primarily funded by government ELCC system. • develop and execute an internal and external change management framework, including: o a the stakeholder management plan that will identify all stakeholders including influence and identified recommendations/actions; o an impact analysis to identify how stakeholders are impacted; o an assessment to identify and develop proactive and coordinated communication approaches and tools that support the necessary transitions to the new system(s); o conducting an internal and external readiness assessment. • build and present a clear and transparent change strategy to identify the case for change, priorities and adoption that is in alignment with the Children and Family Services Business Plan, federal agreements, ELCC vision, the mixed market child care sector, stakeholders and families; • identify options for change implementation that supports divisional leadership in system adaptations, including action plans, impact assessments, short-term and long-term change activities, communications, resources, digitization and evaluation model; • develop and implement an effective change measurement plan including metrics like level of adoption, utilization, stakeholder experience and satisfaction scores; • facilitate change to reshape and encourage new mindsets to embrace the new child care funding model as part of navigating child care transformation; • facilitate role-mapping activities to support child care transformation and child care sector redesign; and • prepare and deliver a formal final report (written and oral presentation) to share with executive leadership on progress and future considerations.
