NPP #: 0734 NPP TITLE: Mercer Canada CLOSING: March 9, 2026 AFSC BUYER: Michelle Yurko Description: Sole source is proposed to Mercer Canada Inc. for Professional Consulting Services. Mercer was engaged under an invitational RFQ to develop a market aligned salary structure and job architecture compliant with the Government of Alberta’s (GoA) Non Union Compensation Framework. Following the GoA PBCO’s request for AFSC to submit a compensation plan, AFSC is extending Mercer’s contract to build the required skills and competency frameworks. Mercer’s prior work and deep knowledge of AFSC’s job architecture uniquely position them to complete this work efficiently and accurately, without rework or additional knowledge transfer. Continuing with Mercer: • Reduces transition risks • Preserves existing project investments • Accelerates implementation timelines The Services are specific to: Canadian Free Trade Agreement (CFTA)– Article 513 Limited Tendering Excerpt from Article 513 of the Canadian Free Trade Agreement: “Subject to regulations in CFTA and provided that it does not use this provision for the purpose of avoiding competition among suppliers or in a manner that discriminates against suppliers of any other party or protects its own suppliers, a procuring entity may use limited tendering in the following circumstances: c. for additional deliveries by the original supplier of goods or services that were not included in the initial procurement, if a change of supplier for such additional goods or services: ii. cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services, or installations procured under the initial procurement; and ii. would cause significant inconvenience or substantial duplication of costs for the procuring entity; NWPTA Part V Section C.2 Exceptions C.2(i): Only one supplier can meet the requirements The Contract is targeted to commence March 31, 2026, and end on July 31, 2026, unless terminated earlier. The estimated cost over the term is approximately $160,000 CAD. During the Contract, AFSC: a) may purchase more Goods or Services than the estimated value, or b) may purchase less Goods or Services than the estimated value, and c) is not obligated to purchase any Goods or Services. This procurement is subject to Chapter 5 (Procurement) of the Canadian Free Trade Agreement (CFTA) and Part V Section C.2 of the New West Partnership Trade Agreement (NWPTA).
