City of Calgary - Negotiated Request for Proposal - RFP 24-1713 Engineering Services for Landfill Gas Systems at Waste Management Facilities

The City of Calgary (“The City”) is seeking qualified consulting firms to provide a variety of engineering and related services for vertical and horizontal Landfill Gas (LFG) collection systems design and construction management at our three (3) waste management facilities (WMF) and our four (4) closed landfill sites for the next five (5) years. The services include but are not limited to the following two (2) project categories: Category A: Design, tender and construction management support for horizontal landfill gas collection systems at all three (3) active WMFs and four (4) closed landfill sites. Category B: Design, tender and construction management support for vertical landfill gas collection systems at at all three (3) active WMFs and four (4) closed landfill sites. It is The City’s intention to enter into Agreements with two (2) legal entities. The proponent with the highest rating will become the Negotiations Proponent for their preferred Category and the proponent with the second highest rating will become the Negotiations Proponent for other category. If the highest rated proponent does not provide the preferred category, Category A will be awarded to the highest rated proponent. The activities include engineering design, tender support and construction management: Design and construction/contract management of new vertical and horizontal landfill gas collection systems at active sites. The activities include, but not limited to: 1.Preliminary design (30% design) and design base memorandum (DBM) 2.Assistance in getting approval for the LFG system from regulators (if required) 3.Detailed Design (60% and 90% designs) 4.Issue for Quote (IFQ) design package, documents and support 5.Construction and contract administration including Issued for Construction (IFC) design drawings, as built drawings, project closure and warranty monitoring
