Red Deer Polytechnic - Request for Proposal - Traditional Food and Beverage Vending Services

This RFP is an invitation to submit offers for the provision of Traditional Food and Beverage Vending through a series of vending machines situated in key locations on Main Campus, including Main Building, the Arts Centre, Gary W. Harris Canada Games Centre (GWH), Residences, and at the Downtown Campus located leased space within the Millennium Centre in downtown Red Deer. RDP is concurrently inviting offers through an alternate RFP for the provision of retail food service operations, catering services, and enhanced vending, including automated self-serve fresh food and beverage kiosks and micro markets. Historically food services and traditional vending have been managed through separate agreements, and will continue to be separate agreements even in the event that the same proponent is successfully awarded both bids. Current vending locations and product offerings are identified in Appendix B: Vending Location Floor Plan and Photos. None of the vending equipment is currently owned or operated by RDP; all vending equipment, servicing and stocking of the equipment is done by the current provider. All inventory and locations for vending are pre-approved by RDP, and RDP supplies the utilities as required. The selected proponent will be requested to enter into negotiations with RDP for the provision of the Services in Section 2 – Service Specifics of this RFP. It is RDP’s intention to enter into the Form of Agreement attached as Appendix A to this RFP with only one (1) legal entity. The term of the agreement is to be for a period of five (5) years with an option in favour of RDP to extend the agreement on the same or similar terms and conditions for an additional five (5) year term. It is anticipated that the agreement will commence on June 1, 2024. Proposals received will be evaluated via a four (4) stage method in which the highest ranking proponent will be invited to enter negotiations with RDP.
