    Description
    This Request for Supplier Qualifications ('RFSQ') is an invitation by the Province of Nova Scotia (the 'Province') on behalf of the Department of Natural Resources and Renewables (the 'Department') to prospective Proponents toqualify in accordance with Evaluation of Responses (Part 2) for eligibility to delineate stands and interpret stand attributes within the Interpreted Forest Inventory (Herein referred to as 'the Inventory')using aerial photo stereo models and derived canopy modelsas further described in the RFSQ Particulars(Appendix B) (the 'Deliverables'). This RFSQ is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual. The Inventory is the primary source of information regarding the forest resource, and is essential in making decisions regarding wildlife habitat, rare species, resource allocation, recreation, forest protection, improvement, recreation, and access. It is also used in wood supply, carbon, wildfire, and habitat modelling and other forms of resource forecasting. The Department continually updates the Inventory using colour orientated digital aerial photography and derived canopy models and tree heights. The Inventory is created and maintained within an ESRI File Geodatabase as a polygon layer with topology and coded domains. This includes the entire land base of the province including non-forested areas, freshwater features, and coastal wetlands. The information collected within forested stands includes interpretable tree and shrub species and their relative proportions; forest structure elements such as height, percent cover and canopy type; land capability; and a classification of interpretable ground cover. All stands are assigned a value from a classification that generally describes land-use, land type and wetland type. Under the terms and conditions of the RFSQ, these services will be accessed on an 'as requested' basis. As further described in Section 3.1.9No Guarantee of Volume of Work or Exclusivity of Contract,Successful Proponent(s) placed on the qualified list are not guaranteed an offer of work or a guarantee that any minimum purchase volumes will be reached through this RFSQ. When a need for Services occurs, the Department will conduct second stage - invitation to quote by issuing a Statement of Work (SOW); a second stage process by requesting a quote from Successful Proponent(s) for response.
